To provide housing opportunities and coordination of needed social services to assist low and moderate-income clients in their effort to attain economic self-sufficiency and to do so in a professional and efficient manner.


Assist non-profit programs in efforts to provide housing with specialized services for homeless persons, chronically mentally ill, families in transition, elderly and other special needs groups.

Assist low-income families by providing new multi-family units at affordable rents.

To provide homeownership opportunities by utilizing the FSS (Family Self Sufficiency) Program and other programs that are available.    



Currently, KHA is accepting applications for the Chinook Apartments.  The Chinook Apartments have no rental assistance attached to them and tenant pays full $564.00 rent (rent is subject to change with a 60-day notice). WSG is included in rent. Please come into the Kelso Housing Authority Main Office Located at 1415 S. 10th Avenue, Kelso, Washington 98626 and ask the front desk for an application. You will need to bring your photo ID, Social Security Card and proof of income to apply for the Chinook. All documents should be original and not copied. These apartments are Large single occupancy studios and do not include a full kitchen. Each floor has a shared full kitchen.

Public Housing Waiting List Notice of Closure

Kelso Housing Authority 06/21/2019

Beginning June 21, 2019, at 4:00 p.m. the Kelso Housing Authority will close all waitlists for the Public Housing programs.

[PH Occupancy Guidebook, page 31.]  The PHA is permitted to close the waiting list, in whole or in part, if it has an adequate pool of families to fill its developments. The PHA may close the waiting list completely, or restrict intake by project, or by size and type of dwelling unit.

Admissions Continued Occupancy Policy 4-9 Closing the Waiting List The PHA will close the waiting list when the estimated waiting period for housing applicants on the list reaches 24 months for the most current applicants. Where the PHA has particular preferences or other criteria that require a specific category of family, the PHA may elect to continue to accept applications from these applicants while closing the waiting list to others.


Applications for the Public Housing program post-marked prior to June 28, 2019, will be accepted and placed on the waiting list.

The following waiting lists will remain closed until further notice:

  1. Public Housing Kelso Homes
  2. Public Housing Cowlitz Villa (Senior 62+ Property)
  3. Kalama Homes
  4. Housing Choice Voucher Program/ Section 8
